Fixes #62

Adds Ameba (the Crystal linter) to the runner image.

There is no official prebuilt Ameba container image published by upstream, so the new ameba-builder stage builds it from source using the same docker.io/crystallang/crystal:1 base already used for the Crystal toolchain:

  • Pinned via ARG AMEBA_VERSION=v1.7.0 (latest tag)
  • shards install --without-development + crystal build src/cli.cr --release
  • Binary copied into the final image at /usr/local/bin/ameba
  • ameba --version added to the version-check smoke tests
