Adds .forgejo/workflows/pi-assign.yml — a wrapper that calls the reusable pi-assign.yml workflow from alex/.profile whenever an issue or PR is assigned to the pi bot user.

Follows the same pattern as the existing pi.yml wrapper.

Closes #3
